A.    PERSIAPAN PEKERJAAN

1.    Mobilisasi dan Demobilisasi
Yang dimaksud dengan mobilisasi dan demobilisasi dalam bill of quantities, mencakup antar jemput/mendatangkan : pekerja, pegawai, bahan-bahan bangunan, peralatan dan keperluan – keperluan insidental untuk melaksanakan seluruh pekerjan, untuk pindah didalam lokasi proyek dan pemindahan/ pembongkaran seluruh instalasi pada saat berakhirnya pekerjaan, termasuk :

Pengangkutan semua peralatan pembangunan ke lokasi proyek beserta pemasangannya, dimana alat-alat tersebut akan dipergunakan.
Antar jemput : Staff, pegawai dan pekerja ke proyek.
Pembongkaran dan pemindahan semua instalasi sementara, peralatan pembangunan, armada apung dan peralatan lainnya, sedemikian sehingga lokasi proyek bersih dan teratur kembali dan diterima baik oleh Konsultan Pengawas.
Pemindahan dari lokasi proyek untuk staff, pegawai dan pekerjaan setelah proyek selesai.

Dalam waktu 7 (tujuh) hari setelah menerima surat pelulusan, memasukkan rencana detail kepada Konsultan Pengawas mengenai prosedur mobilisasi.
Hal ini menjamin selesainya mobilisasi menurut pasal butir a) dan b) tersebut diatas dalam waktu maksimum 20 (dua puluh) hari setelah Konsultan Pengawas memberikan nota mulainya pekerjaan.

2.2 Tujuan
Tujuan penyusunan DED Kawasan Pelabuhan Perikanan Rakyat Lampuyang – Pulo Aceh untuk menghasilkan dokumen perencanaan sebagai pelaksanaan konstruksi Pembangunan sebagai berikut:
a. Untuk menghasilkan Dokumen Perencanaan PPS di Gugop / Serapong
b. Untuk menghasilkan Dokumen Perencanaan Rehabilitasi PPI (Pelabuhan Penangkapan Ikan) di Lampuyang
c. Untuk Menghasilkan Dokumen Perencanaan Pembangunan Hatchery di Lampuyang
2.3 Sasaran
Sasaran yang akan dicapai adalah, tersusunnya desain rinci dan spesifikasi Teknis, di beberapa wilayah sebagai berikut :
a. Kebutuhan dokumen teknis dalam pelaksanaan tender dan pelaksanaan konstruksi.

1.1 Kemajuan teknologi informasi telah membuat seolah-olah tidak ada lagi batas waktu dan wilayah. Informasi dari satu wilayah ke wilayah lain dapat disampaikan secara cepat dan tepat. Hal ini tidak terlepas dari perkembangan teknologi komputer yang dapat menyediakan data/ informasi terkini. Pemanfaatan teknologi komputer memungkinkan terjadinya pertukaran data/ informasi dalam suatu jaringan kerja yang tidak hanya mengandalkan pertukaran data tetapi juga adanya penggunaan perangkat keras dan perangkat lunak secara bersama-sama
1.2. Dibeberapa unit pelayanan, proses pengelolaan data merupakan sesuatu hal yang rumit, padahal data dan informasi yang akurat, tepat waktu dan lengkap sebagai produk dari sistem informasi kesehatan yang baik, sangat diperlukan dalam proses pengambilan keputusan. Fakta yang selama ini dihadapi adalah data yang ada belum dimanfaatkan secara optimal untuk menghasilkan informasi, karena data yang ada kurang diolah dan dianalisis.
1.3. Sistem informasi Geografis atau Geografis Information Sistem (GIS) adalah sebuah sistem yang diterapkan untuk mengelola sebuah informasi yang sifatnya geografis, sehingga pengelolaan data menjadi lebih efisien. Maksud pengelolaan informasi adalah agar penyimpanan informasi itu bisa lebih tertib, pemilahan (pengelompokan) yang konsisten, pemanggilan (retrival) lebih cepat, dan penambahan serta perbaikan menjadi lebih mudah. Secara definisi, SIG adalah suatu perangkat untuk mengumpulkan, menyimpan, menampilkan dan mengkorelasikan data spasial dari fenomena geografis untuk dianalisis dan hasilnya didokumentasikan kepada pemakai data bagi keperluan pengambilan keputusan. Dibeberapa unit pelayanan, proses pengelolaan data merupakan sesuatu hal yng rumit, padahal data dan informasi yang akurat, tepat waktu dan lengkap sebagai produk dari sistem informasi yang baik, sangat diperlukan dalam proses pengambilan keputusan.
1.1. Dengan adanya permasalahan diatas maka perlu diadakan Pelatihan Sistem Informasi Geografis yang nantinya dapat membuat petugas pengelola data dan informasi di BPKS dan pemegang program untuk kemajuan program terutama dalam analisis data spasial atau data mapping di BPKS sebagai salah satu Kawasan Pelabuhan Bebas dan Perdagangan Bebas. BPKS adalah suatu lembaga yang telah berkembang mempunyai banyak aset yang berhubungan dengan lokasi dan banyak kegiatan pula yang berkaitan dengan aset tersebut. Dalam mendiskripsikan obyek (aset) digunakan data tekstual dan dan data spasial. Tetapi untuk mengintegrasikan data tekstual dan data spasial (peta) dalam menangani pengelolaan aset , untuk analisis dan pengambilan keputusan diperlukan suatu sistem. Sementara ini, sistem yang digunakan adalah SIG (sistem informasi geografis).
SIG merupakan:
₋ sistem informasi yang berkaitan dengan geografis;
₋ himpunan terpadu dari hardware, software, data geografis dan personil untuk mengelola data dan menampilkan informasi yang bereferensi geografis (bumi)
₋ sistem yang terkait dengan komputer yang mampu menangani dan menggunakan data yang menjelaskan lokasi pada permukaan bumi.
